"Thousand years ancient capital" represents a cultural cornerstone of Huangyan. Known as the "Little Zoulu of Southeast China," Huangyan has produced 275 Jinshi, 8 academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering, and 2 foreign academicians over its history. Esteemed historical figures include Southern Song Dynasty prime minister (in feudal China) Du Fan, historian Zhao Shiyuan, Ming Dynasty general Zeng Xi, and Qing Dynasty scholar Wang Fen. Notable modern figures include May Fourth Movement pioneer Zhou Binglin, "Two Bombs and One Satellite" hero Chen Fangyun, and revolutionary artist Chen Shuliang.
Huangyan is home to national heritage sites such as the Shabu Celadon Kiln Site, the Northern Song Dynasty Ruilong Ganying Pagoda, Weiyu Mountain Dayou Palace (the second major Taoist site in China), the Confucius Temple (the largest and most well-preserved county-level academy site in Zhejiang), and Wudong Bridge, the oldest stone arch bridge in the Wen-Huang Plain. The Huangyan Museum houses 8,545 cultural relics, including 101 national first-class artifacts. In 2016, the discovery of Zhao Boyun’s Southern Song Dynasty tomb revealed silk artifacts dubbed the "Crown of Song Dynasty Garments," showcased at the China National Silk Museum during the G20 leaders' summit.
In recent years, Huangyan has emphasized cultural tourism, promoting the city brand "A Sweet City for a Thousand Years." Key projects along the north-south cultural axis, such as the Weiyu Mountain Urban Cultural Park, Confucius Temple Preservation Project, and Jiufeng Mountain Scenic Enhancements, have rapidly progressed. The Shabu Kiln was recognized in the 2023 China Archaeological Discoveries, filling an important gap in ceramic archaeology in China.
Huangyan has successfully hosted the CCTV's Spring Festival Gala "Sailing into 2023," the National Song Dynasty Costume and Fashion Design Competition, the Shanghai-Huangyan Cultural Week, and the 2023 Taizhou Marathon. The play Chancellor Du Fan won the top award at the 10th ASEAN (Nanning) International Drama Festival.
In 2024, during the Spring Festival holiday, Huangyan received 509,500 visitors, a year-on-year increase of 42.86% and a 66.67% increase from 2019.
