Huangyan, known as the "Mold Capital," is an industrial landmark with a long history in manufacturing. As an early industrial base in Taizhou, Huangyan introduced China’s first policy document protecting and regulating joint-stock companies in 1986, establishing itself as a birthplace of China’s private economy, cooperative economy, and market economy. Today, Huangyan is home to 614 large-scale industrial enterprises and six publicly listed companies. Over the years, it has developed seven key industries: molds, plastics, electric vehicles, chemicals, machinery and electronics, food and beverages, and arts and crafts. Huangyan is renowned as the “Hometown of Molds,” “Capital of Plastic Products,” “Capital of Crafts,” and a core base for the electric vehicle and parts industry.
The mold and plastic industry, Huangyan’s primary sector, is one of Taizhou’s seven major industrial clusters. The mold industry cluster has been designated as a provincial-level New Intelligent Manufacturing Pilot, and the plastic manufacturing sector is part of a pilot project for transforming traditional manufacturing. The Mold and Plastic Innovation Service Complex is one of the first provincial-level industrial innovation service complexes, and the Smart Mold Town is among the first 37 pioneering towns in Zhejiang, as well as one of seven focused on high-tech innovation. The Mold and Plastic Industrial Design Base is recognized as one of Zhejiang’s first demonstration platforms for manufacturing services, having received the prestigious "TIA Design Service Platform Award" as one of only nine globally.
Huangyan has actively promoted business environment reforms, achieving a 100% resolution rate for administrative processes on the first attempt, ranking first in the province. It is the only county-level district in Zhejiang to participate in the drafting of the national standard Guidelines for “Unresolvable Matters” Response Window Operation and pioneered the “Hello, Individual Business Owners” integrated service reform, earning national recognition on CCTV’s Nightly News. Huangyan is also home to a nationally-approved Intellectual Property Protection Center for the plastic products industry.
These continual improvements to the business environment have cultivated fertile ground for new productive capacities. In 2023, the Southeast Zhejiang Intelligent Computing Industrial Park successfully opened with an initial 400 petaflops of computing power, attracting top enterprises in semiconductor chips, artificial intelligence, and smart transportation. A number of photovoltaic energy projects have also launched, marking the first major breakthroughs for billion projects, and setting a solid foundation for the future development of digital economy, new energy, new materials, and precision manufacturing industries in Huangyan.
